Combined with the system of appointment and the patterns of limited tenure, the picture which emerges is of a complex relationship between European Commission autonomy and national linkages. It combines national and European roles rather than distinguishes clearly between them. A modified and politicised concept of engrenage or intermeshing (Coombes, 1970) may be considered as encapsulating a system in which the political nature and significance of the Commission role has been recognised with the increasing seniority of the appointments.
In the case of the EEC, the informal national allocation formula which became conventional was clearly established from the start. This gave every country the right to one Commissioner and the three large states the right to two. It was the EEC model which was adopted when the three institutions were merged into a single EC Commission with effect from 1967 and then used through successive enlargements of the EC/EU from six to fifteen states. Consequently there were a series of incremental increases in the size of the College of Commissioners, in spite of continued criticism, most notably in the two 1979 reports on the European Institutions (Spierenburg, 1979; Committee of Three, 1979).
In January 1981 the incumbent Irish Commissioner (Burke) was not renominated. He was replaced by O'Kennedy, who resigned in 1982, and Burke was then appointed and served through the rest of the Thorn Commission (EC5).
